**Rate**- is a comparison of two quantities measured in different unit Ex. 45 km in 3h

**Proportion**- An equation which states that two ratio are equal Ex. $6/4 pencils= $15/10pencils

No, i don't think that is fair.

**2. With what you know about proportion look and read what is in the image above. Dose it seem just and fair? Why have you made this choice?**

I made this choice because the man who stole $3 billion went to jail for 40 months while a homeless man stole $100 and went to jail for 15 years. That is 12 years more that the homeless man is spending in jail for stealing less money than the first man.

**3. what would you have done if you were the judge?**

If i was the judge i would have given the homeless man a warning and i would have given him 2 months of community service.
